A lethal bioweapon is developed and hidden in a vaccine to combat an outbreak of a new highly contagious strain of rabies. The hidden bioweapon threatens to collapse the government of the United States as the neurotrophic disease spreads from animal to humans creating a population of zombie like creatures.
