Born in Mexico City in 1956, is a lawyer and "Vista Aduanal" ( a national government official responsible of supervising merchandise classification). He briefly worked at the National Electricity Commision of Mexico (CFE) from 1977 to 1983, when he was granted a license as a Mexican custom Broker at the interior customs port at Queretaro. In 1999 he changed his official ascription to Nuevo Laredo, Tamaulipas, where he has worked in several private organizations, from Canacintra to the Association of Industrials of Queretaro to COMCE, ALFA, and the Nuevo Laredo Custom Brokers Association. He is a nationally recognized speaker on costs for the international trade business and in particular for the Mexican custom brokers.
