Otto is a first-generation Cuban. He received a Juris Doctorate from Michigan State University College of Law in 1994 and an LL.M. in Trial Advocacy from Temple University in 2007. Having practiced law in Massachusetts and Connecticut, Otto has worked closely with the community for his entire work life. Fluent in Spanish, Otto was born and raised in Miami, Florida. He currently resides in Rhode Island with his spouse. In his spare time, Otto enjoys traveling (he has visited all seven continents, 100 countries, and counting, and has been fortunate enough to see all seven wonders of the world), attending concerts, and spending time with friends and family.
