Dr. Carl W. Scott Gilliard is an author, speaker and film maker who serves as a State Represenative in Georgia where he serves as the Chairman of the Georgia Legislative Black Caucus the largest Black Caucus in the nation. Dr. Gilliard has is the original mammoth legislation to repeal Georgia's citizen arrest law. He also is the author of successful legislation entitled the " Blind Bill". He is a sought after national keynote speaker across the nation. He is noted as one of the hardest working legislators in the nation. His favorite scripture is Habakuk 2:2-3
