Overview
PAM™ is one of the instrumental processes that Evolution Enterprises Inc. presented for post-award management of Medical R&D acquisitions within the US Naval Health Research Center - Scientific Support Office (SSO). It supports concepts that were often disregarded and misunderstood. The goal to create a useful and interactive post-award management tool gave way to PAM’s™ “one-stop-shop” capability for Contracting Officer Representatives (COR) to accurately view the “health” of their project or program. Intuitive and simple, PAM™ connects the contractor performer, Contracting Officer (KO), and Principle Investigator/Program Manager. Intended to increase awareness, communication and accountability, PAM™ creates opportunities and increases efficacies where there were none.
Description
PAM™ is used not just to monitor the contractor performer; it also monitors the Government’s side as well. For example, a contract that is incrementally funded could have a milestone where 75% of the funded amount has been expended. Such an event triggers the initiation of a Limitation of Funds (LOF) letter from the contractor to the Contracting Officer (KO). The KO then approaches the Government client for more money to add to the contract. If the Government client does not respond in an appropriate time, then the schedule and cost data points could shift, most likely for the worse.
